Done the law done the snare. The comeback in the elections of the province of Buenos Aires had a carrot that now the mayors of the suburbs want to bite: jump the prohibition of indefinite re-elections.
Negotiations entangled for the Legislature to amend Law 14,836, the Buenos Aires Peronism prepares a protection to unlock in Justice a festival of the “All come back” right on the twentieth anniversary of the “everyone leaves”. For them 20 years is nothing and they ask for one more return.
The re-elections are part of the pact that existed after the resounding defeat of the PASO between Alberto Fernandez and the mayors. They had to trace the election by taking people who had not gone to vote on September 12 – a universe of 3 million in the suburbs – through the remís plan.
In exchange, the President accepted three concessions: to support the crusade against the law that prevents indefinite reelection, to have primaries within the Frente de Todos, and positions in the cabinet. For now he paid for the discursives, the loyalty test remains constant and sound.
By the 2016 law promoted by Sergio Massa and María Eugenia Vidal, 87 mayors would have to say bye Bye goodbye in 2023. There are 47 from Juntos, 37 from the Frente de Todos and 3 neighborhood members. Believe it or not, in the very wording of the law is the virus inoculated: Article 7 maintains that “the period of the mayors upon entry into force of this Law will be considered as first period”. Clinging to the 7 –“revolver” in dreams – they go to their own devices.
“Laws cannot be retroactive” is the argument and they want to take the 2019-2023 period as a starting point in order to aspire to 2023-2027. Inside they already have 2015-2019.

A protection in the contentious jurisdiction
“We are going to present an amparo in a contentious administrative jurisdiction. Rights cannot be restricted and this law legislates backwards ”, he told TN an operator of Buenos Aires Peronism conquering rights, as Kirchnerism likes to say.
In opposition, mayors like the radical Miguel Lunghi from Tandil, Julio Garro from La Plata and Jorge Macri Vicente López -both from PRO- also want to re-elect. “Julio agrees with the law, but the first term cannot be considered 2015-2019,” they warned TN in La Plata. Anyway, they will not present any judicial measure to avoid it. They hope that the dirty work will be of the Buenos Aires PJ. Or a broader package negotiated by the Governor in the Legislature. The sessions on the edge of the Feasts between roosters and midnight inspire them.
Some communal chiefs try a more subtle way out: jumping into a cabinet to get out of the general rules of the law. They interpret that by assuming another function the mandate is not completed and they could run again in 2023.
After the defeat in the PASO the ruling party deepened that catapult with Martin Isaurralde (from Lomas de Zamora to the Chief of Cabinet of Axel Kicillof) and Leonardo Nardini (from Malvinas to the Buenos Aires Ministry of Infrastructure).
Before they had already taken the step Gabriel Katopodis (from San Martín to the Ministry of Public Works), Juan Zabaleta (from Hurlingham to the Ministry of Social Development) and Jorge Ferraresi (from Avellaneda to the Ministry of Territorial Development and Habitat).

Cabinet Wanted
Now, the mayors make a round of rabbits to jump to a cabinet. It is the safest way in case the words of Alerto Fernández, the wink of Kicillof and the gesture of (nor) Máximo Kirchner’s idea are thrown into oblivion. In Peronism the names of Gustavo Menendez (Merlo) -maybe that’s why he came out publicly to reject re-election-, Alejandro Granados (Ezeiza) and Mario Ishii (José C Paz).
Not only those of the ruling party are looking for that shell. In opposition, Jorge Macri The Ministry of Government is already closed in the cabinet of Horacio Rodríguez Larreta.
The mayors of the Buenos Aires Peronism are in the middle of the bagging race so as not to take their feet off the plate. They say they are the architects of the comeback and warn for 2023: “If we – who narrow the gap – do not lead in the districts, Peronism loses.”
To be listed on the stock market, in the elections they played the short ballot that made them feel firsthand at the head of the list of national deputies. Victoria Tolosa Paz went into a nervous breakdown when he saw that the difference that the councilors reached was similar to the one Diego Santilli got from her. Flushed with fury she got.
Victoria Tolosa Paz, the accountant who counts the votes
“As a good accountant, I count the votesIf I hadn’t, I wouldn’t have called Santilli ”to congratulate him, Victoria Tolosa Paz released in a spicy crossover with Rogelio Frigerio in A dos Voces, for TN in the week after the airbag crash.
With one hand he admitted that the Frente de Todos had fallen back from Together and with the other he burned the tantrum story that the ruling party invented on the night of the defeat: “They won by losing and we lost by winning”.
As a good accountant, in addition to counting the votes to the opposition, Tolosa Paz sniffed the ballot cut that harmed her.
Pepe Albistur’s wife obtained 3,368,310 votes compared to 3,480,298 for Santilli, who won with a difference of 111,988 votes. In the PASO, the FDT had fallen by 360,976 before Juntos. The comeback was led by the suburban mayors with a torridly calculated plan.
The slice in favor of Tolosa Paz was 250 thousand votes that amassed door to door, remis after remis pushed by the “silver plan”.
But the biggest slice was for the local lists sponsored by the mayors. That is: the body of the right -candidates for councilors- got more votes than the body of the left -candidates for national deputies headed by Tolosa Paz-.
As revealed by the provisional scrutiny and based on a calculation of TN Among the most populous sections of the first and third electoral sections, the eighth and some districts of the second, fourth, fifth, sixth and seventh the ruling party councilors removed 114 thousand votes more than Tolosa Paz, who lost by almost 112 thousand with Santilli.
It is evident: to some legs became loose at the finish line of the candidate’s ballot.
The vote of foreigners, a soothing for internal suspicion
It was not an avalanche as in the defeat of Nestor Kirchner in 2009, but the short ballot with which the barons of the suburbs usually save their skins had an impact on the November 14 elections. Did they reassure the candidate? with an argument: “It was foreigners who tipped the field: it is that only local offices can vote”. For Tolosa it turned out like envy: bites but does not eat.
The ballot cut, section by section
In the first electoral section there are paradigmatic cases such as those of Tigre and San Fernando. In the terroir of Sergio Massa, where the FDT lost, the list of councilors pulled 5033 votes more than that of Tolosa Paz. Something similar happened in San Fernando, where the list that the mayor Juan Andreotti (also from the Renovador Front) took for councilors obtained 9132 votes more than Alberto Fernández’s candidate.
A similar difference –9264 votes- took out the list of councilors in the eighth electoral section, La Plata, the city of Albistur’s wife.
The first electoral section in Escobar there was a difference in favor of the local candidate body of 3044, on San Martin from 4309, on Hurlingham from 610, on Jose C Paz from 309, on Luján from 2819, on Malvinas Argentinas from 5808, on Mercedes from 2316, on Moreno from 2308, on Hummock from 1632, on Pilar from 7974.
In the third electoral section, in Alte Brown the difference was 5042, on Avellaneda from 5498, on Berazategui from 5186, on Brandsen from 432, on Ensenada from 1169, on Echeverria from 8130, on Ezeiza from 6996, on Lanús from 1713, on Lomas de zamora from 8773, in Quilmes de 4465.
A limit for Cristina and Máximo Kirchner
The play of the big boys of the suburbs was to stay with their feet inside the plate, but showing their teeth. Before the elections, TN he had anticipated the strategy. “If the lists of councilors get more votes, it is a limit for Christianity and Máximo Kirchner. They are the ones that liquefy ”, a Buenos Aires operator had warned. Step.
In many districts -especially in the first electoral section- in the PASO Tolosa Paz he had four thousand votes less than candidates for councilors. The ballot cut in favor of the local lists was notorious in Almirante Brown, Lomas de Zamora, San Martín, Ezeiza, Tigre, José C Paz, Malvinas Argentinas, Pilar, San Fernando, Avellaneda, Escobar and Esteban Echeverría.
On Sunday the 14th, there were districts where they won the local lists and lost those of Tolosa Paz as in San Pedro, in General Villegas in Hipólito Yrigoyen -of the second electoral section-.
One who rubs his hands is Gustavo Menendez, the mayor of Merlo, where the Tolosa Paz list got 11 thousand more votes than that of councilors: 123 thousand to 112 thousand. He believes that with that result he took the ring out of a pass to the national cabinet.
From the suburbs to the interior of the country
Are we a National Movement or a Party of the AMBA? “, the former mayor of San Antonio de Areco and provincial senator “Paco” Durañona put his finger on the wound in a tweet with the map of the province of Buenos Aires painted yellow with a single blue cloud in the Buenos Aires suburbs.
A reflection: after the elections the former mayor of Avellaneda “Cacho” Baldomero Álvarez, La Juan Perón, a group with which he went out to walk the country, re-floated. From the suburbs to the interior. This weekend he was in Chaco, Misiones and Corrientes. They are essays for “The unity of Peronism” thinking about 2023. Alberto Fernández, Sergio Massa, Juan Manzur, another governor?
All took advantage the long and sharp silence by Cristina Kirchner, who broke up on Saturday with a letter about the IMF and the explanation of why she is silent and does not grant.
With a synchronization of lightning and thunderCristina Kirchner previously withdrew her voice and now her body. “May God and the Fatherland enlighten you all”, He closed the door and the letter. In his own handwriting, he made the absence of “us” and a Act of faith that he deposited in a “them”. Just “she” who graduated as a commercial expert from Mercy de la Plata with all 10, except 7 in religion.
