The battery of changes confirmed by the Government includes the withdrawal of the fiscal chapter that the Minister of Economy, Luis Caputo, had announced – such as the increase in withholdings or the elimination of the retirement mobility formula – but also modifications in Security, Environment, debt , fishing regime, biofuels and Energy, among others.

That is, as explained by parliamentary sources from different blocs, at the time of the general vote, a project with hundreds of modifications and without the economic points will be approved.

The subsequent voting in particular, article by article, will be carried out on that basis. Some key articles, however, remain in the final wording of the project, and are resisted by the dialogue blocks, with the exception of the PRO, which would vote in favor in general and in particular.
La Libertad Avanza achieved the quorum with its small allied groups and with the help of the PRO, the UCR, We Make the Federal Coalition and Federal Innovation, and it is assumed that with the same spaces it would obtain general approval. The vote in particular carries a more complex picture.
But, until this Wednesday afternoon, the main point of conflict was the privatization chapter. HCF (led by Miguel Pichetto, former JxC like Emilio Monzó and Nicolás Massot, the Civic Coalition, the dissident Peronism of Cordoba and Buenos Aires and the Santa Fe socialism) articulated with the UCR a new proposal so that the Executive does not see that article rejected in the vote in particular and suffers, partially, a parliamentary defeat.
So far, the project establishes that 37 state companies can be privatized in their entirety, and three, Arsat, Banco Nación and Núcleoeléctrica, partially. Then the Privatization Bicameral would intervene, but only as information, that is, with almost no control, they believe in the opposition. YPF was excluded from both lists.

According to sources from UCR and HCF, an attempt was being made at this time to negotiate the possibility that the article that enables the privatization of companies could be dismantled and a vote could be taken, company by company, on which ones could be on the path to privatization and which ones could not.

In HCF they also warned that they are seeking to negotiate with the Executive the possibility of including in the drafting some mechanism that in some way reinforces the parliamentary treatment of companies that are going to be privatized later, not with power of limitation, but with greater control and transparency, including AGN audits.

Some deputies also warned that a group of Peronist legislators from Córdoba were seeking to build a majority among the different blocks of the chamber – including Unión por la Patria – to try to revive the discussion over the validity of the Tax for an Inclusive and Solidarity Argentina (PAIS) and the co-participation of part of its collection to the provinces, although for now there was not much consensus on the matter.
On the other hand, and this was publicly stated by deputies such as Massot or the head of the Civic Coalition in the Lower House, Juan Manuel López, the blocks warned that the Executive removed from the project some things for which it had guaranteed votes, such as the moratorium or money laundering (including a benefit for compliers.
The original plan, indicated both in the dialogue opposition blocks and in the ruling party, was to hold the general vote on the project this Wednesday night, before midnight, to hold an intermission and continue with the discussion in particular on Thursday.
In the same blocks they warned that, although the first part of the debate progressed in a reasonably orderly manner, there was no possibility of meeting the deadlines, taking into account that hundreds of legislators were scheduled to speak, and that the general vote could only take place tomorrow.
It will depend, in any case, on how the speeches of the different deputies develop, on the existence or not of new scandals and on the will of the majority, which must define when to hold the fourth intermission.
